Rugby World Cup 2011- Fan Zones logistics (Wellington)

Role: Manager, Logistics
Organisation: Wellington City Council

The official fanzones in Wellington were at Odlins Plaza (Wellington Waterfront) and Wellington Town Hall, with an additional fanzone added to Courtenay Place for the quarterfinals weekend.

My role included the following:-

  • Procurement of site & entertainment goods and services
  • Site planning
  • Health & safety risk management planning
  • Crowd management planning
  • Resource consent
  • Building consents
  • Public health consents – liquor licensing & food safety
  • Traffic management planning
  • Consultation with stakeholders
  • Noise management
  • Event communications
  • High-wind management planning
  • Site-full contingency planning
  • Emergency & evacuation planning
  • Scheduling
  • Refuse & sanitation planning

Critical factors for these sites included

  • Weather exposure (particularly high winds),
  • Crowd management, in particular crowd migration to the fanzone from Wellington Stadium and “site-full” planning
  • Emergency management, including evacuation planning and coordination with emergency services

 

Rugby Sevens Street Party (Wellington) – 2011

Role: Event manager
Organisation: Wellington City Council

The Rugby Sevens Street Party occurs annually on the final evening of the IRB Rugby Sevens event in Wellington. The purpose of the event is to close Courtenay Place (the main late night entertainment “strip” of Wellington) to traffic and to create a safe environment for the post-tournament revelers.  Entertainment is provided by way of big screens, stage entertainment and street performance.

My involvement in this event in 2011 was directly linked to my role as manager of logistics for the Rugby World Cup fanzones in Wellington. We saw the Sevens event as an ideal opportunity to test structures and systems that would need to be in place for the two day closure of Courtenay Place for the RWC quarter-finals fanzone.

We tested & developed the following:

  • Road closures & traffic management
  • Entry points & security checks
  • Event day communications to the crowd – including big screen messaging at Westpac Stadium
  • Pedestrian migration from the Westpac Stadium to Courtenay Place
  • Multi-agency coordination – police, ambulance, fire, security, traffic management, Wellington City Council & event crew in a central control room
  • A First Aid triage centre
  • Fire service responses to incidents within the road closure site
  • Event security procedures
  • Event communications systems

 

State Driver Reviver

Role: Site manager
Organisation: Verve – The Event Agency

The State Driver Reviver is a regular event held every Easter and Labour weekends with the goal to reduce incidents on the roads that result from driver fatigue and to educate the public on the issues of driver fatigue. The event includes five sites across the country. Each site is set up on a major holiday traffic route with a marquee, free food and coffee and restroom facilities.

As a contractor to Verve my role has included coordinating the traffic management planning for each site; upgrading health and safety management systems for the event; and the event day management of one of the sites.
